The initial stop line is marked by the Fosse Way. It may be that the original plan of conquest went no further. The Parisii on the Humber and the Brigantes in the Peak district and the northern counties were well disposed.

The lowland zone yielded most of the resources that justified the occupation although the mineral resources of Wales were important. Continuing hostilities by the tribes in Wales meant holding the lowland zone with four legions and their auxiliaries. Any belief that this line might be held indefinitely was soon to be dissipated.

The search for a more defensible frontier soon began. Plautius's successor, P. Ostorius Scapula, began the conquest of Wales. A veteran colony was founded at Camulodunum. Colonia Victricensis incorporated all the tribal lands of the Trinovantes and was part of the consolidation measures taken by Ostorius.
